Municipal Finance

Local governmental entities, including municipalities, counties, and county improvement authorities, depend on public financing for long term projects.  Public financing may involve issuing bonds or borrowing funds from sources such as the New Jersey Environmental Infrastructure Financing Program, sponsored by the New Jersey Department of Environmental Protection and Environmental Infrastructure Trust.  A successful municipal finance program requires the efforts of many parties, including the borrower, underwriters, trustees, and rating agencies.

We have substantial experience in the field of municipal finance, and have represented clients in various roles.  We have acted as general counsel to governmental entities issuing bonds or borrowing funds, and providing opinion letters regarding the borrower.  We have also acted as bond counsel, a specialized field that oversees drafting and review of financing documents, and issuing legal opinions on the transaction.

We have also represented underwriters and trustees, the private parties to financing transactions that help make the program successful.

Our experience in this field allows us to represent both public and private sector clients in municipal financing transactions.
