Jason P. Capizzi


Jason P. Capizzi is a partner at WATERS, McPHERSON, McNEILL, P.C. and leads WMM’s public finance practice. Mr. Capizzi has been associated with WMM since August 2015, when Kraft & Capizzi, LLC and WMM merged their public finance practices.

Mr. Capizzi has several years of professional experience in the public and private sectors dealing with complex legal and policy matters. Mr. Capizzi began his legal career in 2004 as Assistant Counsel to New Jersey Governors James E. McGreevey and Richard J. Codey. Thereafter, Mr. Capizzi worked in the public finance and redevelopment departments at a prominent regional law firm before serving as a Deputy Attorney General providing legal counsel to the Local Finance Board and the Division of Local Government Services in the New Jersey Department of Community Affairs.

Mr. Capizzi focuses his law practice on providing Bond Counsel services to New Jersey governmental issuers, including counties, municipalities, school boards and local authorities; and Underwriter’s Counsel services to underwriters of municipal securities in New Jersey.

Mr. Capizzi has been published in various publications regarding public finance matters, including the New Jersey Law Journal, and is a frequent contributor to:

• Bloomberg’s Municipal Market Brief; and
• The Association of Envtl. Authorities of New Jersey’s Authority View.

In May 2017, Mr. Capizzi was installed as a member of the Fellows of the American Bar Foundation after having been nominated by its New Jersey membership. The Fellows is an honorary organization of attorneys, judges and law professors whose professional, public and private careers have demonstrated outstanding dedication to the welfare of their communities and to the highest principles of the legal profession. Established in 1955, the Fellows comprise less than 1% of the lawyers licensed in each jurisdiction and the count following New Jersey lawyers among its national membership: United States Supreme Court Justice Samuel A. Alito, Jr., New Jersey Governors Brendan T. Byrne and Christopher J. Christie; New Jersey Supreme Court Chief Justice Stuart Rabner and Justice Jaynee LaVecchia; and former United States Secretary of the Department of Homeland Security, Michael Chertoff.

In March 2017 and 2016, Mr. Capizzi was selected by Thomson Reuters as one of its Super Lawyers / Rising Stars in government Finance.

In September 2016, Mr. Capizzi was 1 of 24 individuals selected by The Bond Buyer to receive its inaugural Rising Stars in the Municipal Finance Industry Award. Of the honorees, Mr. Capizzi was 1 of 5 attorneys nationwide, and the only public finance professional from New Jersey, to be recognized.

In June 2015, Mr. Capizzi was selected by the New Jersey Law Journal as one of its 2015 New Leaders of the Bar.

Mr. Capizzi is an adjunct instructor in the Department of Human Ecology at Rutgers University, and has taught Introduction to Human Ecology during the fall semester since 2012. Mr. Capizzi also designed and taught an introductory public finance class for the Rutgers University Center for Government Studies School of Continuing Studies.

Mr. Capizzi is active in his local community and was first elected in 2014, and annually thereafter, to serve as a member of the board of directors of the Port Imperial Property Owners Association, Inc. (PIPOA).

Born and raised in New Milford, New Jersey, Mr. Capizzi enjoys cycling and hiking, as well as playing tennis, bocce ball, and classical piano.

• Treasurer and Executive Director of ARMENPAC, The Armenian-American Political Action Committee, a federal PAC that raised awareness of policies that helped create peace, security and stability in the Caucasus region.

• Bond Attorneys’ Winter Workshop - An annual conference attended by a select group of Bond Attorneys nationwide. In 2015, Mr. Capizzi was appointed Chariman of the Winter Workshop.

• Americans Calling for Truth NOW (ACT NOW), a nonpartisan federal political action committee Mr. Capizzi co-founded to shepherd a nationwide grassroots movement in support of municipal bonds, infrastructure, and jobs.
